“Like the President and the Director of National Intelligence, I know there is never a perfect time to release this report, and believe we should do so now to get this matter behind us. I was not a member of the Committee when the study was launched, and with hindsight, I wish it could have been a more collaborative process that included personal interviews with those involved. As a Senator who represents thousands of patriotic Americans who work in the intelligence community, it is important to emphasize that this report found that, more than a decade ago, a small number of CIA officials made misrepresentations about the effectiveness of the program, that ultimately were conveyed to CIA leadership and then passed along to the President. We must demonstrate to the world that, as Americans, we are willing to look squarely at our actions, and always look for ways to do better.”
